So, there are some good and some bad parts in the game, and most of it has something to do with perks. Let’s talk bad perks in general and reasons why they suck
Manitou - Too specific of a perk that is hard to utilize, that offers no real advantage over the much more easier perks that do the same thing but way easier on top of working on more types of guns
Absolute - Buffing a parameter that does absolutely nothing or does not work properly in the game at the moment, even at +40% increased explosive radius just is not felt or seen much anywhere
Dusk - Trying to give increased damage to a type of unpopular weapon, but at the cost of absolutely breaking most of the guns. The accuracy nerf by itself is not so bad, but coupled with less flight speed just makes most non-homing weapons double-inaccurate and unable to hit most things. It simply takes way too long for anything to fly anywhere. And homing rockets are completely killed by the reduced maneuverability and can’t hit anything at all. Steppe Spider but reverse just does not work.
Beacon 11 - giving increased damage resistance, but in practice you only gain more durability for the time when your durability is already the lowest, the end of the battle. On top of starting out the battle with less damage resistances. Catalina but for defense just does not work in practice that well.
So far by these examples, I’d say that bad perks are in general “Trying to do what a popular part is doing, but with random parameters instead, like throwing shit at a wall and trying to see what sticks” or “Perks that are way too specific and hard to utilize in combat and during gameplay while other cabins offer the same or better buff and more easy” and “Perks that buff a parameter that does not matter, even if the buff is massive”
