Maybe PS has something to do with it. I don’t use special wheels or hovers, legs, tracks, but I’m assuming people are sacrificing movement PS (with special wheels) so they can run these legendary weapons. I like to use epic everything.

This is exactly what’s going on in CC. Managing your PS is the key to doing well in that mode, and many are willing to sacrifice using better movement parts for better weapons and more armour.
But that’s not the only effective approach at 9kPS: I see lots of people using strafing parts with less armour, or all-epic builds like yourself.
I like that there’s finally a good use for special items.
