i was in Russian server with no lag(F11 says RU )
i went to Europe sever,lot’s of lag .
i went to NA-north American server,but it said EU server in game and not ’ NA’
i’m thinking a server was down and couldn’t handle the traffic or something.
just a heads up if your getting lag issues… 
change the server…
