That’s because our devs can’t up things. They WILL create something that’s OP. Avalanche, assembler, augers, spiders, GL impulse, cyclone, typhoon, phoenix, porcs, ripper etc.
Everything in this list that they buffed became meta. They end up overbuffing things.
It’s statistically better to NERF things, not BUFF them. For starters - we have ~165 guns in the game including seemingly non-weapons such as flock, barrier and so on.
About 15-20 of them are OP weapons, about 30 more are playable and the rest are just lacking.
It’s easier to touch up ~50 weapons than ~100 weapons.
Next, as i’ve said, our devs can’t buff weapons properly. They’ll end up with an abomination that’s so op and toxic. Or hell, they sometimes create one from scratch (raijin, imugi etc.)
And the third point (in my opinion, it’s the most valid one). Let’s say that you have a C tier weapon as your primary pick. It’s not THAT bad, but it’s not meta. You might score some good results with it, but you struggle against meta. As i’ve said, there’s about 20 actually meta weapons in all PvP gamemodes (excluding arcade) across all the PS ranges.
The devs buff something. It’s not your weapon. Now you have another toxic thing that you don’t have any chances to beat, because 20 isn’t enough. So you’ll have to wait, possibly quite for some time, until your weapon will get buffed too. And how long that will take? How many “natural predators” you’ll have until then? 40? Maybe 60?
If meta geta NERFED, however, there will be one less toxic thing that you have to go against. And over time, it will be “easier to breathe” for your fav build, without it getting absurdly strong that it will get if it gets buffed directly.
